E. Ray Moore, Bible Teacher, Army Reserve Chaplain (Ret.), and Campaign Consultant, has served twenty-eight years in pastoral ministry as a campus pastor, pastor-teacher in the local church or as an Army Chaplain. He has served as a speaker-lecturer in a university setting on public policy, church-state and theological subjects. He has worked as a campus pastor at both the University of South Carolina and Purdue University. He has served as a campaign manager, campaign assistant or campaign consultant for some 12 major political campaigns, including former Vice-President Dan Quayle's first Senate race in 1980, former Congressman Mark Siljander's first race for Congress in 1981 and for the Pat Robertson Presidential Campaign from 1986 -1988. He is considered an authority on involving Christians in politics and government.

A South Carolina native, he is a graduate of The Citadel, the Military College of South Carolina, with a B.A. in political science. He attended Dallas Theological Seminary, Dallas, Texas, and was graduated from Grace Theological Seminary in Winona Lake, Indiana, with the M.Div. (cum laude) in 1974 and with the Th.M. in 1979. He has served on active duty with the US Army as a commissioned military police officer and has served as an Army Reserve Chaplain with the rank of Lt. Colonel. He served nineteen years as an Army Reserve Chaplain. He served as the Group Chaplain for the 101st Corps Support Group in Saudi Arabia -Iraq during Operation Desert Shield/Desert Storm from 5 November 1990 -19 April 1991. For this action he was awarded the Bronze Star Medal for meritorious achievement. He was assigned to Fort Jackson, SC from March 1992 -June 1996 where he served as the ACAP/Transition Chaplain and then for nine months at the Army Chaplain School in Reserve Affairs.He was placed on retired status in July 1999. Additional awards include being selected for inclusion in "Outstanding Young men in America" in 1972, and for inclusion in "Who's Who in the South and Southwest" in 1993-1994, 1995-1996 and 1997-1998. Also, he was awarded the Meritorious Service Medal for his ministry as the ACAP/ Transition Chaplain at Fort Jackson, SC. He and his wife, Gail, were selected as SC Parents of the Year for 2000 by Parents' Day Council, Washington, DC Ray is married to the former Gail Laurens Pinckney of Charleston, South Carolina. They have four children, Ray, Richard, Dorothy, and Wm. Rieppe . They have three grandchildren. They were home-schoolers from 1977-1994. They have had a long-term involvement in private Christian Education. Gail currently teaches highschool English at Ben Lippen School, a division of Columbia International University. Gail also is a regular teacher for young mothers on the "Biblical Principles of Child-Rearing" and a periodic speaker for women's conferences and retreats. Ray is active churchman and has had a long-term involvement in the cause of world missions. In 1982 he made a seven-week missionary and fact finding trip to Egypt. While there he spoke in numerous churches and consulted with mission and national church leaders. He is active on behalf of several mission projects. Currently, he serves as President of Frontline Ministries; a Columbia, SC based ministry, which focuses on prayer, revival and evangelism. Frontline Ministries also provides a chaplaincy service for small businesses, corporations, and institutions. He is Director of the Exodus Mandate Project.
